STRATEGIC OBJECTIVES:

The strategic objectives of an organization describe the desired impacts to be accomplished through institutional activities. They are the reason for which the organization exists and is directly linked to the institution’s results. For the period 2002 - 2004 the Gente Positiva Association has put forth 3 strategic objectives.

STRATEGIC OBJECTIVE No. 1

TO IMPROVE INTEGRAL CARE TO GENTE POSITIVA ASSOCIATES THAT LIVE WITH HIV/AIDS, ASSOCIATES, THEIR FRIENDS AND FAMILY THROUGH THE STRENGTHENING AND IMPROVEMENT OF EXISTING SERVICES AND THE IMPLEMENTATION OF NEW ACTIVITIES AIMING TO IMPROVE AFFECTED INDIVIDUALS’ PHYSICAL AND EMOTIONAL CONDITION. YEARS 2002 – 2004.

This objective has 2 results:

  1. To increase the percentage of associates and users of the Association that receives integral care.
  2. To improve existing service quality and develop new services within the organization necessary to increase the demand for those services.

STRATEGY:

The proposed results seek to, upon increase of integral care to PLWHA, friends and family and diversification of services, improve their quality of life in order to continue being dignified and productive individuals functioning in society as well as to provide support to all those in similar situations.

It is projected that this strategy, from here until 2004, will have the following results:

Result 1.1.

To increase the percentage of associates and users of the Association that receives integral care.

The Association will carry out activities necessary to create favorable conditions in different sectors in order to provide integral care coverage to a greater number of PLWHA for the period 2002 – 2004.

Result 1.2

To improve existing services quality and develop new services deemed necessary

The Association will improve the existing services it offers which, to date, are still in their initial phases for which it is necessary to strengthen them with specialized personnel and attention to orientation and training in order that they are provided in the best possible manner to Association users.

The Association will promote activities that permit the improvement of existing service quality and diversify into new services areas such as: medical attention for all PLWHA that request it, HIV detection tests in the Association’s installations, nutritional services to PLWHA, the availability of supplies of antiretroviral and other medicines for opportunistic infections, an institutional pharmacy, a care center for human rights complaints, a temporary shelter, etc.

STRATEGIC OBJECTIVE No. 2

TO PROMOTE AND DEFEND, IN AN URGENT AND PRIORITY MANNER, THE HUMAN RIGHTS OF PEOPLE LIVING WITH HIV/AIDS, THEIR FAMILY AND FRIENDS THROUGH ACTVITIES THAT GENERATE SOCIAL AND POLITICAL CHANGE WITH THE GOAL OF ACHIEVING RIGHTS EQUALITY FOR THE AFFECTED POPULATION.

This objective has 4 results:

  1. Human rights advocacy of PLWHA, their family and friends as well as their integration into the national human rights agenda (governmental and that of civil society).
  2. The creation of strategic alliances with other organizations and groups in order to promote structural changes necessary for an environment of rights equality for PLWHA, their family and friends.
  3. To implement activities that promote those human rights which guarantee access to antiretroviral medicines to 100% more PLWHA than who currently have such access.
  4. A team of political activists in agreement with the objectives, mission and vision of the organization, who are developing activities which seek to defend the human rights of PLWHA, their family and friends.

STRATEGY:

The proposed results seek to, upon the promotion of human rights to people living with HIV/AIDS, obtain positive results in terms of individual rights claims such as: the right to health services in relation to integral care, obtaining medications for opportunistic diseases, antiretroviral medicines, the right to work without discrimination due to infection status, the right to education and others that are related to existing, universal human rights.

It is projected that this strategy, from here until 2004, will have the following results:

Result 2.1

The defense and promotion of human rights of PLWHA, their friends and family and their integration into the national human rights agenda (governmental and that of civil society.)

The defense and promotion of human rights of PLWHA, their friends and family should be integrated into the existing national human rights agenda in the country (both in the governmental sector as well as civil society.)

Result 2.2

The creation of strategic alliances with other organizations and groups to promote necessary structural changes in order create an environment of rights equality for PLWHA, their friends and family.

The Association should promote the formation of strategic alliances with other organizations that work with PLWHA and with institutions that work in the defense of human rights in order to advocate for actions against human rights violations against PLWHA.

Result 2.3

To implement human rights promotion activities that guarantee access to antiretroviral medications to twice the number of PLWHA than who currently have access to them.

The Association will formulate advocacy plans with the goal of obtaining benefits from the authorities responsible for providing services necessary to maintain the quality of life of PLWHA and to guarantee access to medications for opportunistic infections and antiretroviral medications to twice the number of PLWHA than who currently have access to them.

Result 2.4

A team of political activists who, in agreement to the objectives, mission and vision of the organization, will undertake human rights defense activities of PLWHA, their family and friends.

The Association will form a team of political activists that will participate in the political activities that involve social changes with the goal of creating an environment of rights equality for PLWHA.

The Association will develop political activities that will be carried out to benefit PLWHA in the country, taking into account their identity, gender and sexual orientation.

STRATEGIC OBJECTIVE No. 3

TO INCREASE THE FUND MANAGEMENT CAPACITY AND ESTABLISH ACTIVITIES GEARED TO THE SUSTAINABILITY OF EFFECTIVE AND CONTINUOUS FUNCTIONING OF THE GENTE POSITIVA ASSOCIATION FOR THE YEARS 2001-2004.

The strategy is to, through self-management and financial sustainability processes, be able to develop productive and profitable projects as well as the diversification of financing sources through searches for local and international donors.

The proposed results to obtain this strategic objective are:

Result 3.1

To implement a process of self-management and financial sustainability (3 productive and profitable projects functioning efficiently at the end of 2004.)

The Association will propose a process of self-management and sustainability that allows it to create its own capital. To achieve this, the implementation of productive and profitable projects will be undertaken which will be based on market studies and initiated with seed capital donated or arranged with alternative credit programs. Some ideas that have emerged related to PLWHA include the sale of low-cost medications, holistic workshops for other organizations and the sale of other suitable services.

Result 3.2

The diversification of financing sources (doubling the financial entities that support the work of the Gente Positiva Association.)

To achieve this result, a study to identify agencies and programs specializing in working with PLWHA and issues that interest the Association has been proposed to locate potential collaborators. Visual presentations of the Association’s strategic planning and advances will be prepared along with a written presentation and summarized strategic plan. The materials will be drafted in such a way as to serve as a presentation and management instrument for the Association and which will be distributed to potential collaborating agencies and programs.

STRATEGIC OBJECTIVE No. 4

TO DEVELOP THE INSTITUTIONAL CAPACITY OF THE GENTE POSITIVA ASSOCIATION IN ORDER TO CONTINUE LEADING THE QUEST FOR INTEGRAL CARE FOR AND THE PROMOTION OF HUMAN RIGHTS OF PLWHA IN THE COUNTRY.

The proposed results to achieve this strategic objective are:

Result 4.1

Effective, efficient and sustainable management (measurable indicators)

For this the following will be necessary:

The strategic plan will be 75% completed at the end of the programming period (year 2004)

  1. 100% efficiency in accounting and administrative processes according to external audits to be conducted.
  2. 75% of salaried and volunteer personnel having attended a systematic training during the plan period.
  3. 75% of personnel performing 90% of their specific job functions.
  4. The establishment of a program of continuous technical and political training for the Association’s personnel and volunteers.
